Snowy, i didn't change the DDIC password...it didn't prompt dialog for me to change.
Also after stopping SAP installation, i CAN NOT start SAP even after running oradbusr.sql & sapdba_role.sql .

I'm doing a NEW installation, i've successfully installed CI but when install Database Instance it failed. At first i thought's it's Paging Space problem so i increased it to 12GB but still it not work.
I've tried installed three times but with no successful. Can you or someone please advice me how i can continue my installation successfully without having to start again and why RFC fails during installation.

The problem looks like the system is not up. If you run the command as follows on the server itself
telnet SE-450-02 3300
it should return an empty line while I suspect you get Connect Failed.
You mentioned something about the database install failing. If sap cannot start up because your DB is not good then of course you will get this message.
I suggest doing this install from scratch following the install manual exactly and without rushing. As soon as you get an error then stop and post the error here.

I get this also on existing servers (DEV + PRD). Why is it so?
Actually i've done the installation before on the same server & i've documented installation steps, but don't know why i fail this time. I've tried to reinstalled THREE TIMES ALREADY but with no success.
Actually i can startup & shutdown ORACLE, no problems. I can use Enterprise Manager to connect to the database & it seems fine.
It's just last step of getting that prompt for "change of DDIC password", I dream of this coming up every night. I run out of ideas, can you please help me.

I looked at your first error and it was trying to connect to server SE-450-02
Looking at your second error you changed the hostname to testserv so please try
telnet testserv 3303
as your first instance was 00 why have you decided to go for instance 03?
Chaing the ddic password via rfc is not needed at that stage I believe. At the stage you are at you should just be able to start SAP and logon.

In trying the telnet you suggested i got error again with:

as your first instance was 00 why have you decided to go for instance 03?
We've IDS as instance 00, DEV as instance 01, PRD as instance 02, and now i try to build QAS as instance 03.
So why i can not telnet to port 3303? So is this why RFC fails? If so, how can i fix this?

Correct, this is why you are failing. It looks like your gateway is not up. Now if you have a SAP system and the gateway crashes on it then thedispatcher will bring it up again so as I mentioned before, it looks like you need to start your SAP system.
If I remember correctly you are right at the end of the install so your DB and instance exist. TRy starting them up and look in the DVEBMGS03/work directory for any problems in the following files.
stderr* files logs of the startup commands for each part
dev_ms - message server starts first
dev_disp - dispatcher starts next and it starts up
dev_rd - gateway
dev_icm - icm
dev_w0-nn - work processes.

Let me firstly apologize to you & everyone for their time in helping me.
The problem turns out to be "NO WRITE PERMISSIONS" in /home/qasadm so when start SAP it can not write logs to it. I think panic & inexperience of me makes me not think this the problem.
I started SAP & restart installation (./sapinst) & it went smoothly to allow me to see the "change password for DDIC & SAP*"....it's a dream come true !!
I startup so many times but did not notice much about the error it display, i guess basically did not think much. But you make me startsap again and this time it clicked me.
Again thank you so much for your time & i am really sorry to take up your time in helping a silly mistake i make.
I feel so gooooooddddd now.....!!!!

My decision to this problem:
Check a file /usr/sap/<SID>/DVEBMSGS0x/work/stderr2
If you find something like
/usr/lib/pa20_64/dld.sl: Unable to find library './dw_stl.sl'.
then, login as <SID>adm user
cd /usr/sap/<SID>/DVEBMSGS0x/work
ln -s /usr/sap/<SID>/SYS/exe/run/dw_stl.sl dw_stl.sl
stopsap r3
startsap
And then press "Retry" in sapinst
No need for time-losing for re-installation.
