i have started my application server properly and all process are running fine.
after entering in sap sm51 screen i am unable to conect(see) addtinal application server and showing below comunication error.......
i have checked all the hosts /etc/services evrything fine..

The information you provided is not sufficient.
Also answer,
1. Is the appl instance started successfully. Check R3trans -d, ps -aef | grep dw and verify the same.
Check, RZ03 to see whether you have the instance listed there...also check dev_rd for any gateway related error.
What is ths server sapdev.wip.com ?? CI or DI ?
which dev_disp you are looking at...CI or DI ?
So many questions here.

check the line from your information,
sapdev.wip.com: Connection refused
check whether you are not having any firewall problems.
Check telnet sapdev.wip.com 3300 from the DI and see if it works.

Looks ok.
If your DI is working fine, can u try login to Apps instance and check SM51 ?
also, check SMGW -> Go to -> Remote Gateways and make sure you see both the instances.
Go to SM59, check Internal Connections and verify all instances are shown there.
please verify dev_w*, dev_ms, dev_rfc* on the DI to see If some more useful information available
