You go into transaction se80 and click Repository Browser. Then select BSP application from the dropdown and type in the name of your BSP application or select it from the drop down list and hit enter. As soon as the BSP application name appears directly under the Object Name heading, double-click on it. And then click the activate button.

FYI,
I did the following settings to enable BSP's on 4.7 system.
1.RZ10--->instance profile-->
icm/server_port_0 PROT=HTTP,PORT=8000,EXTBIND=1,TIMEOUT=120,HOST=xyz
2.sicf--->activated default_host and deactived SAPconnect
3. not using firewalls
Is there any other setups to do?????
