Start by writing a pseudo code. Something like this:
Part of the string before first comma is Col1 of ITAB.
Next part of the string, enclosed in double quotes is Col2.
That makes one record of ITAB.
Repeat above till you consume the whole string!
I have done half your job. Remaining is only translating English to ABAP..
