Answer:
A dictionary object created in a box with no transport layer set up. If I want to copy this object to a different box... what are my options...
Easiest way is to download the SQL statement and run it in the other box.
But do not know if this is possible...

Sounds fraught with danger.
Even though there is no transport layer defined, are you able to create a transport at all?
If not, get some settings changed to allow this (don't neccessarily need the entire layer setup).
I'd still rather put it in transport, copy the OS level files to the new system and import them in to target. It would be a safer way of trying to achieve this rather than dick about with SQL which attempts to create data dictionary object.
Guarantee that if the repository gets screwed up by using SQL, SAP will tell you that you are on your own.

I agree with aussie fatboy, trying to do this through code is just using a train to crack a peanut.
Do it the easy way, manual transport (or get a temporary transport layer set up).
