I dont know how to convert PDF format into DOC or RTF format in SAP system. If there anyone can tell me how to do it?

The only way you can convert PDF file to a "writable" format is through 3rd party software like FineReader etc. I doubt whether this software is available for SAP. FineReader and equivalent software only runs on the desktop.

If you want to do it on the presentation server, there's plenty of third party software, as snmsee said.
If you want to do it on the app server, then, assuming unix OS, I'd look at sourceforge.net and see if there's some nice free software you can use, which can be used in a background/batch mode/line command way.
Otherwise, the pdf specification is freely downloadable from Adobe, and you could write your own.
