Answer:
If this is a custom table, generate a table maintenance dialog using SE11. If you are sure that there are no dependants or other relationships based upon the data (ie it is truly stand alone) then use SM30 to select the records and delete them.
If this is an SAP standard table then use the relevant transaction, BAPI or BDC to do so.
For a more indepth discussion of the reasons why you should not delete data from standard SAP tables in any other way, see here, substituting 'delete' for 'insert'.
