You can see OSS note 527342 that specifies procedure for FEDEX. See if something similar is relevant for UPS.
I think you can also get some help from the UPS technical support team. See their website for details.

XSI is the solution given by UPS .. most probably you need to pay for licensing fee to use this service.
Anyway, I did a search in SAP Library (help.sap.com) and found this:

The above help comes with some sample program to post/receive html pages.
