well I want to create a new reporting program without using logical database to extract the data for reporting purpose. Since Logical database has the feature (dynamic selection) are there any feature for reporting programs could have the same option once it didn't use logical database.

No. but you can try to include the LDB selection-screen include in your custom program and handle the selections that way.
debug a report first with same LDB after clicking on that dynamic selection button. this way you can understand first how the standard dynamic selections are handled in SAP. then try to code it in a similar fashion....i'm sure you'll have lots of fun coding it!
BTW, why do you not want to use LDB in your report?
