What is the functionality of a local process chain? Does it involve infopackage group? Also what is the symbol 'two circles and arrows' in a process chain similar to the one we see in update to PSA in the monitor screen after a successful load?

Local chains are just chains in the same system (not from other BW systems).
The arrow symbol between A--> B , indicates that the chain will continue to the next step B in any case (successful or unsuccessful completion of A) .
