I could not get the Negative Values Highlighted in Color in the Exception reports. We are on BW 3.0B 09 and Basis 6.20 17
I defined Negative values in Query designer in Exception from -0.01 to
-1,000,000. I could get positive numbers highlighted.
I am wondering if I am missing some thing? I could not find any existing OSS notes in SAPNET!

Are you patched on the front-end up to date for the GUI and BEX? That is the only thing off the top of my head. (Negatives work for us.)
Are you sure the number ranger you are looking at is truly negative?

try to set-up the exception the other way around:
Instead of:
-0.01 to -1,000,000
do it like this:
-1,000,000 to -0.01
This might help.
