The workflow periodically hangs since it fails to determine the agents. Now is there any txn / method by which I can resume the workflow from "THAT" particular step by assigning agents dynamically.

You can use tr. SWI2_ADM1
To determine workitems without agents, you can then also forward the workitem to users/positions etc.
