u will need basis help ...
My advice ... dont do it ....
Create it again in dev .... i know its work ... but u will be better off ....

In short you release the request as normal, but then explicitly add it to the queue for the development system. (The same technique can be used if you want to transport from production to dev by defining a dummy system beyond production.)
You can change the 'original system' (and package) information using SE03 (your Basis staff will probably be familiar with this if you are not). If you then transport from dev to qa everything should look like normal across the landscape.
