I have inputs coming from other systems, where '#' is a valid value, into BW Characteristics Info Objects. Is there a way BW can accept '#', as at present it is giving short dump.

Have you try, on your BW system :
transaction spro -> IMG -> business information warehouse -> general BW settings -> maintain permitted extra caracters.
Add the caracters and execute the program.

Basically the problem is that, BW doesn't accept a field with ONLY "#" in it...
