It is my understanding that BW as it relates the HR module is not very popular - If is this true, why so?
I heard at one of the ASUG meetings that the authorizations were very difficult to set up in due to sensitivity of data?
Answer:
I don't know about not popular, but more like not fun to implement.
From the perspective of BW, authorization on the BW side are actually not hard to use once you have the HR datasources setup.
The hard part is configuring HR authorizations on the R/3 side so that they are correct in R/3 and then also are setup to be pulled properly by BW into the HR Authorization ODS's.
Everything around HR is difficult b/c of data sensativity.
There is a presentation on HR and BW which goes through the steps to setup HR Authorizations w/ BW (not setting up HR Authorizations in R/3 itself, thats a different topic and assumed for this presentation.) You can find this on the SAP Service Marketplace.

Everytime, I read HR related issues come up, I see we are over emphasizing on authorization. Authorization is important but not the important. There are good ways of implementing the sensitivity.
What is lacking is that there is not good framework for HR implementation. BC cubes are just not suffice. What about time dependency data, how to store it etc.,etc.,

One problem as well; most of BC DataSources are full load only (if not all)!

From experience I was on two large SAP BW projects in both implementations the customer was acutely unhappy with SAP BW HR. In the first implementation there were atleast 2 people working fulltime to get SAP HR business content working in a about a years time frame this was not major changes but little bit of enhancements. It never went well.
In the second major BW implementation the customer started SAP HR and OHS and the project was heavy customisation for OHS and the client ended up canning the project after 2 years being unhappy with HR business content.
Not sure cannot tell the exact cause but now from what you guys are saying perhaps SAP HR BW content may be the real cause.

As far as I am concerned there is sufficient BC for HR. Sure there are a number of standard R/3 fields that are not in BC.
HR has always been one of the "phase 2" modules of SAP. It is therefore natural that it would be a late adopter of BW as well.
HR is different from other modules - not just the authorization bits.
If the BW consultants don't know the underlying module in R/3 then they will find it difficult to implement a successful BW for HR project.
