Well, said that Java projects can only be found were there are computers and people to operate them, then the answer would be the same for BW.
If you wanted to ask if BW is business specific (like, you would only find a boat manufacturer where there is a sea or river nearby), the answer is that every company may use BW, even if they don't have R3 installed.
The only restriction I see is about the price of BW that would lead only rather big company to afford it.
