I think you mean extractor plu-in for r/3? these one you need to extract data from your r/3 into the bw.
There's a section in the service marketplace under www.service.sap.com/bw called extractor plugin. without these you can't connect r/3 to bw

PIs are mainly in R3 not in BW .. it is a way to deliver BW related programs to R3 without effecting any core R3 programs..
there is also a PI_BASIS in BW which has the service API.. (used to do staging and data transfer)

I didn't think about the how... it works and thats all. Delta managmenet is included within BW, but only delta loads with generic data sources isn't very fine (it haven't managed this yet)
You only need to have this plugin installed, but think about the right patch levels....
But I'm no GURU, I'm just a student writing diploma and sitting in front of a BW 3.0B for three ans a half months yet.

Delta management is delivered as part of the PI in R3 .. u do not need to install anything more.. but you need to configure your datasources to enbale delta loads..
i strongly recommend you take the extraction training course
