What data base (dbms) are you using? I think cube partition is applicable to only certain DBMS.

we use oracle.. but is there a config setting somewhere to start enabling partitioning for info providers..
in sbiw or spro??

In Oracle itself ! Sometimes, basis team forget to set the partitioning, when they install Oracle.
first check there, and that should automatically work!
