Has anyone ever experienced performance problems after using SWU_OBUF to refresh the workflow runtime buffers?
I have read that there can be a negative effect on performance until the buffers have been rebuilt.

Yeah, I always experience a bit of a lag with the workflow engine once the buffers have been refreshed.
It's never got to the point where it's severely affected the continuation of the business process, but it's worth taking into account when implementing changes to a system. Thus, I recommend minimising the amount of refreshes you actually carry out (i.e. group changes together then refresh all at one, prefereably at the end of the day).
