In our Workflow we are using a Role Resolution to determine who a Notification should be send to. The problem is the the Notification task is being sent to everyone in the Role Resolution, not the specified user. What do I need to change to get the Role Resolution Notification to go to the correct user?

Can you please go to PFAC_DIS (Rule in display mode) press shift+F8 and then type in the values for the parameters and press enter or F8. If the rule resolved the agent it will be displayed in the lower half of the pop-up window if not system will disply message in the middle section of the pop-up window with red cross and message text No agent found.
If your rule is not successful in resolving the agent (in PFAC) then the reason that it send notification to everyone is that the task is a genereal task and therefore everyone is an agent.
