Use the formula option while loading the data in either update rule or transfer rule. Else you can use a function module.

I understand you have a BW object that provides you with the week number of a specific event.
You need in abap to find the first day of this week (can be achieved by a function -as you are ABAP CONSULTANT, should be peanuts),
and once you found the date of the first day of the month, I believe it is obvious that you can derive the month from there, isn't it ?
Now, next question will be "what is the field that contains the calendar week in the transfer/communication structure ?"
Well, if you pretend to be a consultant, than consult yourself a little bit of documentation and this site.
