user cannot reserve the work item

Question: how do i resolve the error 'user cannot reserve the work item'.

Answer:
This can happen for two reasons:

1) The workitem has already been 'completed', but the user hasn't refreshed his or her inbox to see it disappear.
2) The organisational environment requires refreshing - this can be done from the business workplace, or through SWU_OBUF.
