I work on both SRM 4.0 and SRM 5.0
I would like to know is there any facility of one time vendor in SRM.
I.e i dont want to create master data (or create businesss partner....)

It is not possible to use a one time vendor in EBP. Please review the following information:
To create a PO is only possible if all data are available including
the address.
1.EBP Customizing says that a PO should be created if all data
available, if not create a PR
2.In the classic scenario a PR was created because on the R/3 DEV
there is a check for a info record (message 06 341) but there was no
info record found.
Ok, in the MM Customizing System message handling you can
decide if this is a Error, Warning, nothing... If you change this
to nothing and you will get message 06 043 into
the application monitor, that the adress for the vendor is missing.
Now you could try to set the system message handling for 06 043 from
Error to nothing too. Then a PO should be created but if you now
have a NON one time vendor without a address and this is
wrong you won't get any error message.
3. In the extended scenario a Backend PO only can be created with the
same restrictions as before in the classic scenario. But in the
extended scenario never a PR will be used, the PO is the minimum.
The conclusion is that in EBP it ISN'T possible to use a One Time Vendor.

SRM 4.0 does not have One time vendor functionality.
But SRM 5.0 may support. Just check out the release notes for SRM 5.0.
