I believe WEDI is only available from the SAP Easy Access main menu, in 4.6C anyway. You can not jump to WEDI from any other screen.

it's because wedi is not a transaction code but an area menu. area menus are only available from the main menu. There is also a button other menu, where you can switch to an area menu.
