Is there a possible way for a business user to update exachange rates in APO on a daily basis, or as they require? I understand this is usually done by administrators.

APO normally learns the exchange rate from the R/3 instance via right clicking over the source system in RSA1 > Transfer Exchange Rates. Why not schedule the job on an overnight basis if your exchange rates are maintained in R/3 on a daily basis via program RSIMPCURR? Will save user intervention.
Not tried to manually update the exchange rate tables directly in APO.
