Is it possible to get notified to a user, when certain no. of CIF jobs are failed. I did some research, its only possible through complex enhancement only. Am I right. Any advise is appreciated.

You can get auto e-mails sent when CIF jobs fail. In our environment we however find there are some false e-mails being sent from time to time, which is probably caused by delayed queues.

Go to APO Administration --> Integration --> CIF Error Handling-->CIF Error Handling –-> Alert, or by calling transaction /SAPAPO/CPPA and see if you can use this for your (SAP Office) mail alerts.
you should be able to restrict the errors that appear on the mail by choosing the correct options in the screen.
