I have implemented the BADI, the required code is written in Method DETERMINATION_ADD_IN_1. We have also defined an Access Sequence with Source as Business Add_in 1. Please Let me know what else should be done in Access Sequences so that the BADI gets triggered.
The BADI is for Parter Determination based on the Rule. This rule resolution is done on Based on Product ID.

For the same requirement, I have used different BADI as COM_PARTNER_BADI got already triggered way before you enter product.
Implement the following definition and you should be able to determine partner based the product entered by the user:
CRM_PRODUCT_I_BADI
