I have found this purposes for billing simulaiton:
Individual Simulation:
- testing the rates in the realization phase
- simulate a bill when a customer ask for a tarif change
Mass Simulation:
- ??
Anyone could share the processes for which they are using Billing Simulation?
Answer:
We have never used this in production, only occasionally in our test systems when we are testing new rates. A simulated document does not need to be reversed.
As far as simulating a "tarif change", we do not want our customer reps changing customer master data for the purpose of simulating new tarifs. It is too risky.

Billing simulation can be executed for high end consumers where we need to check all the entries and meter readings and arrears.
Generally simulation is done in development system to test bills. There is no need to reverse simulated bills. They can be directly deleted by a particular transaction
