I changed the 0CS_ITEM in BW to have a new attribute but when I go into the BCS workbench it now says it is inconsistent and the error state it needs to be regenerated but it does not provide a way to regenerate? Anyone else experienced this?

You may have a serious problem there.
One suggestion that may or may not work is to execute the master data hierarchy synchonization programs UGMDSYNC & UGMDSY20.
