There are many things which need to be taken into account to determine development time....
What skills do you have?
What business knowledge do you have?
Whether you have to write the specification?
If not, how good the specification is?
Which tools you are using to create the interface? (Business connector/Exchange Infrastructure/Webshpere/a.n.other?
Is it an interface from other sap system or third party/legacy?
The complexity of the interface? (standard/idoc/bapi/custom program)
Is it a one or two way interface?
The list could go on.......
