Hello Everyone,
I have a specific business requirement and I am not sure how I could implement it:
The program will look at all POs to suppliers who have the PO Output Determination set to XML. All POs to these suppliers will be transmitted to X (an existing hosted procurement application) in the outbound XML file. It is IMPERATIVE that the PO is dispatched only 1 time. The program must eliminate sending the same PO more than one time (no duplicate POs).
There may be two programs:
1.) Standard SAP output program that generates the file (XML file, or one that is translated into the XML file)
2.) Some kind of sweep file that will move the files generated by SAP to X and sent through FTP, or some kind of “post”.
Note: The outbound XML file should be generated via the standard output conditions of R/3. This will control what gets dispatched to X, and in turn what gets dispatched to the suppliers.

Answer:
Have you looked at SAP Business Connector or SAP Exchange Infrastructure?
Both are capabale of sending xml to vendors/third party systems.
