I want to know what is difference between R/3 Enterprise and IS-U , is it have Plant maintenance module .

Answer:
An industry solution (IS-U is only one of them) is nothing more than standard SAP R/3 with additional tables and additional transactions specific for the (utilities) business.
It is an extension of standard SAP with links to the classical modules.
