Not sure that I understand what you are asking.
If you are asking about the button in the CIC BP Search screen called "Create New Contact Person" then I do not believe that you can change it, at least I have never seen any configuration settings for it. The system will always create a contact person with a relationship to the selected business partner. You can, of course, remove the button from the display.
It might be possible that this can be changed in a BADI, or perhaps you could add a new button. I've never done that.
You can configure which BP Role will be created when the "Create New Business Partner" button is pressed. It's in the search strategy profile.
