Yes, you can. Contact your basis team and ask them to change the settings in the system using SCC4 to allow changes.

Well, usually you have IDES for training purpose. This means in most cases you al have a BASIS Team (at least one) to take care of installation, patches and maintenance.

Since the ladies are intent on muddying the waters, I will tell you yes, you can add z* programs to an IDES instance. You will, of course, need a developer's key just like any other R/3 instance.
