Hi,
to my opinion it is done like this:
maintain a storage bucket profile with attached time stream. To the time stream a factory calendar (with gaps) should be attached. Assign this storage bucket profile to the PLOB which is assigned to the planning area of your planning book. Then only working days should appear in the planning book.
Anyhow you should better design a separate planning book to have full change authorization to all objects including PLOB and Planning Area.
