BD87 you can re-process IDOCS with an error status (e.g. the IDOC was registering a goods issue but the material master was locked...).
In BD87 you can also process inbound IDOCS in foreground, seeing what the transaction is doing, and correct wrong values on the run.
WE19 is a test tool. You can create an IDOC manually, copy a previous one and changing some fields (eg. you create an outbound MATMAS, than you copy it with we19 and change direction and try to register it in to SAP to see how an inbound matmas modify material master ecc.....).
You can also use we19 to copy an idoc with an error status, correct the values and process it again, but my advice is to change the values on the original idoc (via WE02) that archive the original IDOC, and process the newly created one via BD87.

WE19 is a very useful test tool where in we can test the Message / IDoc types in any SAP instances. This of course need to be done after the Port and RFC destinations are set in that SAP instance. We can go to the segment level of the Idoc type and populate the values and see the results.
BD87 is another useful tool where in you can investigate the Idoc why it is failing and also change the values and resumit to see the results.
